On relative countable compactness

At first we give some characterizations of relative countable compactness, similar to the usual characterizations of countable compactness and relative compactness, and establish some facts about relatively countably compact subsets. Applying these we can generalize and unify some well-known results about semicontinuous functions, for instance.
