Compact factors of countable state Markov shifts

We show that the coded systems are the compact subshifts which are the continuous images of irreducible locally compact Markov shifts. This is in formal analogy to "the irreducible sofic systems are the continuous factors of irreducible SFTs". We show that a given irreducible SFT is the image of a given irreducible locally compact non-compact Markov shift if and only if it satisfies a trivial periodic point condition. Thus there is no entropy condition in this setting. Entropy enters the picture again when discussing factor maps with "bounded coding length" (for some graph presentation).
