Geodesic Near-arcs Generated by Planar Compacta

We will discuss some machinery which promises to solve the following conjecture:

Suppose X is a planar compactum and h is an embedding of X into the plane. Then h can be extended to an orientation preserving homeomorphism of the plane if and only if h is isotopic to the identity.
