Korn and Graubard confidence intervals for proportions

Korn and Graubard have suggested a method for producing confidence intervals for proportions (either for very small proportions or proportions estimated from small sample sizes) where the sample is based on a complex sample design. This method uses the exact binomial confidence intervals but with the sample size modifed by the estimated design effect for that proportion. Statistics New Zealand wanted to use this method for the 1999 Gaming survey and carried out a bootstrap analysis to see whether the coverage properties of such intervals were satisfactory. This talk presents the results of this analysis.
