Census development - Introducing a second language in the census.
by
Frank Nolan
Manager Popn & Census 2001; Population and Census division, Statistics NZ

The New Zealand Census of Population and Dwellings has been conducted since 1851. In 1996 a bilingual questionnaire was introduced at a late stage to provide for respondents who wanted a questionnaire in the Mäor language. This was partly in response to Mäori being recognised as an official language.

The development for the 2001 census has followed a more integrated approach to manage the use of the Mäori language across a range of elements in the survey process. This includes not only questionnaires, but also public relations, enumeration, processing and outputs. One consequence of this development has been to compilation of a glossary of statistical terms in the Mäori language.
