Twisted Kloosterman sums over rings

We evaluate certain (i) twisted Kloosterman sums over rings of algebraic integers, and (ii) twisted hyper-Kloosterman sums over rings of rational integers. This extends the work of Y. Ye and R. Smith, respectively.
