Technical Institution delver required skilled and qualified manpower in pace with Industrial requirements. Not only for a manufacturing process, but also in the field of Education, Government Regulatory bodies like AICTE, NAAC etc., must draw guidelines and allot STEI based on the performance of institutions by results. STEI stands for Sharma’s Technical Education Index, once allotted as a target or nominal value, institutions strive to improve results closer to target value. The measure on which STEI based, is the average of sum of the total percentage of Individual Scores secured by students of final year passing in all subjects.

Two costs are identified in striking balance between an agreeable value of STEI namely college cost and parent cost. Research is continuing to define and develop a model super imposed on concepts of Taguchi Loss Function aiming at reducing expenditure on education for common man as parent cost and improving results without incurring much expenditure on Institutions.i.e., college costs. This paper is primarily aimed at Self Financing Institutions and further may be extended to other aided and Governament Institutions
