On one Estimation Problem

In 1932 Polya and Bloch initiated the study of random algebric polynomial, they estimated the expectation of the number of real roots of a random algebric polynomial with normally distributed coefficients. In our paper, we investigate the case of non-normally distributed random coefficients.
