Sampling Errors for Small Percentages in a Gaming Survey

In the 1999 Gaming Survey, there was interest in measuring quite rare characteristics. The usual assumption that the sampling distribution of the estimates was normal was not appropriate. Statistics New Zealand examined some alternatives, and decided to use the method of Korn and Graubard (Survey Methodology, 1988 pp 193-201) to produce confidence intervals. I will describe some of our studies on this question.
