On the Seismic Vulnerability Index Evaluation for Urban and Territorial Systems

The approach used for the determination of the distribution of a seismic vulnerability index, is strictly related to specific surveys at urban and territorial level aimed at the determination of a set of parameters which model the structural and social characteristics of the elements of the territory that fall within areas of high seismic risk. The proposed procedure, which differs from the usual evaluation methods of seismic vulnerability, is based on an empirical relation depicted on a set of point, linear and surface type elements that model the urban and territorial system, and a set of parameters that model the safety reducers (factors which reduce safety and are referable to the seismic reliability of each element of territory) and the social priority levels (referable to the importance of the activities within the system) . The study has been carried out through a GIS system that has allowed the realization of maps of the seismic vulnerability index distribution, that are of relevant importance for defining priority levels in planning seismic repair and Civil Protection programs.
