A cyclic covering design with block size five on 15 points

We note there are at least two types of fourfold C(15, 5, 2)-design. One of these is constructed by eliminating the complement of an STS(15) which systematically leads to a cyclic covering design. Some definitions will be called for including a (v, k, t)-covering design. By conjecture we state that a threefold S(4, 5, 15) exists.
