Problems and results in low-dimensional surgery theory

In dimensions at least five, the main results of surgery theory can be summarized in the exactness of the so-called surgery sequence. The situation in dimensions 3 and 4 is more subtle, and there are many unsolved problems. However, there are weaker versions, and especially in dimension 3 the sequence has the advantage of having a more explicit algebraic structure and of being almost completely computable. These computations then turn out to have consequences for problems in higher dimensions.
