Organisational learning is concerned with improving the behaviour and capability of individuals so that the organisation can more effectively respond to its environment, i.e.
finding better and smarter ways to learn. Previous studies (mainly qualitative) suggested a link between organisational learning and the capacity to create competencies. This paper explores the link between organisational learning and organisational competence. It presents a new way of thinking about organisational learning. Specifically it develops a method for examining the existence of various levels of learning within a particular organisation. The methodology consists of two parts; designing a questionnaire to identify existence of the levels of learning and developing the appropriate statistical analysis.
