We characterize actions of the cyclic group of prime order on the closed orientable surface of genus g as free or the "connected sums" of Z/p on S_p and Z/p on S_(p-1)/2. This characterization is useful in computing the mod-p cohomology of the mapping class groups and we will use it to compute the mod-p cohomology of Gamma_k(p-1)/2 for small k and above the vcd of Gamma_k(p-1)/2.
