Effective Fourier dimension

It is known that Fourier dimension is a lower bound for Hausdorff dimension. We show that effective Fourier dimension, defined in a natural way, is indeed also a lower bound for effective Hausdorff dimension. Due to some difficulty in effectivizing the classical proof, we prove this in an indirect way using random closed sets.
