The questions to be addressed in this conference include a wide array of the most important concerns facing any democratic society whether it is transitional or highly developed. These include:

What are the preconditions for the successful development of, and interaction between government, market and the civic sector? What forms of collaboration between these institutions are the most promising? What are the lessons that can be learned from the past decade of transition in achieving an appropriate balance between these institutions and in defining those practices which work most efficiently in developing an effective balance?

The answers to these questions can be found in many areas including various types of collaboration between the public, private and civic sectors in the delivery of social or public services, management of property and market regulation (contracting-out, accreditation methods, evaluation of performance etc.). They may also come from detailed examination of each of these three very important institutional sectors.
