This fifth international conference will take a critical look at the Third Sector as a major actor in globalization. Increasingly, national governments and
international financial agencies are outsourcing social welfare functions to Third Sector associations, while, at the same time, new forms of voluntary,
nonprofit transnational associations and alliances are being formed to contest the hegemonic discourse, programs and policies of this 'globalized' order.
Moreover, the last decade has witnessed a growing international transfer of knowledge, skills and behavioral patterns. The transformation and internationalization
of civil society is increasingly impacting on the nature of citizenship and governance. The questions to be explored on this tenth anniversary year of ISTR
are: What is the effectiveness and impact of foreign technical assistance on the societies of post-socialist and developing worlds? What are the social
forces represented by these new transnational associations? What are their political and socio-economic aims? What impact do they have on the consciousness
of citizens, and how are they transforming the concept of citizenship? Do they constitute a challenge to traditional forms of governance? Are they establishing
the potential for world governance? Is transnational civil society undermining the nation state?
